Lol..well technically both hedgehogs have the Chaos Control ability as evident when Sonic used it in SA2..so I think it's an even tie.

Definitly shadow
One reason being he can not die
the differense between the two is shadow clever enough to trick eggman, tails is not even that smart shadow has extremly skilled abilities on the combat field and much more though sonic is capable of puting up a good fight against shadow
