ROMS are illegal. If people say ROMS are not illegal if you have the actual game, they are wrong as it counts as stealing another copy from a store. But i don't know. Besides. Have you forgotten that you need a memory card? So technically, it only makes it worse since he has to start from scratch by doing that, and it also puts him at risk of getting arrested. and It still won't help as he'll have to get everything back from scratch. When the gamecube was around, and if you have gamecube games, and your wii supports them, THE MEMORY CARD IS YOUR FRIEND. (No troll bait intended)

And dna, this is how you do it:
1. Send it to Nintendo's repair service.
2. ???
3. PROFIT. (Wii Fixed, Problem Solved)

I think that playing a GameCube game with a keyboard would feel rather awkward. If you decide on taking the emulation route, may I suggest getting a USB controller, or a USB Xbox controller adapter if you own an Xbox360.

You are correct that you cannot legally download a ROM or disc image copy simply because you own a game, but a ROM or disc image is legal if you dump it from a physical copy that you legally own and even use it in place of the original. You are not allowed to distribute these resulting backup copies. If the original is destroyed or otherwise rendered unusable, then all backups must also be destroyed or otherwise rendered unusable. If you distribute the original copy then all backup copies must either be distributed with the original or they must be destroyed or otherwise rendered unusable.
If he wants to emulate it legally, he'll have to copy the disc image off of the disc he legally owns. He will then also have to get Dolphin or any other Gamecube emulator, and possibly dump a BIOS from a legally owned Gamecube (can't remember if Dolphin needs this). If he wants to keep his saved games and garden data, he'll have to use any of many devices that can be used to copy memory card data to USB or even directly to a hard disk.

tl;dr ROMs are not illegal. Illegal distribution of ROMs is, well, illegal.

So if he wanted to stay legal, simply either getting a new Gamecube or Wii or having his Wii repaired will be the easiest thing to do, and used Gamecubes are cheap.
