Have the ability to freeze time for 10 seconds, but be forced to scream a catchphrase of some sort and wait 3 seconds for the ability to activate (Example: "ZA WARUDO").

or

Have the ability to read minds, but when you do so the person whose mind you're reading can read your mind as well and knows you're reading their mind.

I'll take the mutual mind reading. Seems like a much more efficient way of communicating than talking and even if it's limited to surface thoughts, might help the people who are currently linked bypass insecurities and instinctual deception that prevent one or both sides from speaking their true thoughts.

Also, I don't think I've ever been in a situation where such a time freeze would've been useful where I would've thought to yell the activation command.

Do you yell "ZA WARUDO" to activate it, meaning people hear you shout it, or do you yell it at such a time that it's onyl audible to people that aren't frozen in time? I feel like, even though "ZA WARUDO" is lightyears ahead of being able to read somebody else's mind who can also read yours and know you're doing it in terms of usefulness or versatility, being known as "that weird guy that sometimes shouts 'ZA WARUDO'" WOULD HAVE ITS OWN SERIES OF DOWNFALLS.

I still think the mind meld would be more useful. If the time freeze was instant or lasted longer, I might go for it, but being immobilized for 3 seconds would be unacceptable, if not suicidal in most situations where a ten second time stop would be useful, and even if you could stop time indefinitely by shouting the command phrase at the 7 second point of each freeze so the next freeze happened as soon as the current one ends, how annoying would it be to spend 3 out of every 10 seconds immobilized?

A 10 second time stop could be devastating in a street fight, but good luck lasting 3 seconds being a sitting duck without a strong partner to defend you, and even if you just wanted to use the power for pranks, good luck finding the right balance between close enough to execute and far enough away your target couldn't use the 3-seconds to trip you up or throw off your plans.

Now, if you could, for example, meditate for 30 minutes and in return stop time for 100 minutes, the downsides of the ability might be worth it with proper planning. About to raid a gang hangout? find a safe spot a five minute walk from the hangout, meditate long enough to build a sufficient charge, and then stroll through the hangout disarming and handcuffing everyone while time is stopped.
