This will most likely get locked after the question my question has been answered, but I'm going to ask anyway.
If you send a message to a moderator or administrator to just start a conversation, are they supposed to NOT message back?
Or do they get an overload of messages each day, and they can't get to me in the range of 3 weeks? (I highly doubt but seriously)

...Moderators are people too. They have all the rights as normal users, which includes having normal conversations over the PM system.
But normally, messages like "hi" or "how are you?" that don't actually have an intended purpose are regarded as spam. They may not be breaking any rules, but you'll probably get a cross remark.

They are people too. That's exactly what I was thinking as well. Just because a message like that is sent does not mean it is spam...they should be able to reply back! That shows that they have some type of "authority" since they are too good to even have a conversation on a website they are kind of working for. Seriously, that is extremely rude, ESPECIALLY for this type of website.

Yes, but they have better things to do on here than having a random conversation with a member that isn't very well known. And sending a message like 'hi' is spam.

We're more than allowed to talk to users.
However, we're also allowed to talk to whoever we want. No moderator is required to talk to anybody, just like no user is expected to talk to anybody.
Whoever you're messaging probably just doesn't want to talk, or are absent and have other things somewhere else that need their attention more than ci does.
