There is no way to make an official Amy Chao in SADX or SA2B without hacking.
However, there are many different unofficial Amy Chao, most commonly being a red Chao with a pink eggshell.

There are other ways. I got an Amy, Knuckles, Tails, and Sonic chao via hacking SA2B with my wii and an SD card. I used some app on the homebrew channel.
