Can't Plant Seeds!

My Chao can't plant seeds for some reason. I think it is a glitch, but whenever I give my Chao a seed and then it finds a spot to put it. He just drops it and walks away. Can anyone tell me what to do to fix this?
Note: This happens in every garden.

Has it won a shovel yet? If it hasn't, you'll need to win all the Crab Pool races.

You also need a watering can from one of the beginner races.

Nah man pretty sure the watering can is optional. Helps it grow and live longer is all.

There is a second item which is useful for planting seeds: the Watering Can, which is won from the Stump Valley race. It is not essential like the Shovel, but it helps. If your Chao has this when it plants a seed, then it will also water it, which will make the tree grow faster and live longer. Also, Chao with the Watering Can will sometimes water grown trees when they are bored; this causes all fruit on the tree to instantly ripen.

You basically need the shovel and an optional watering can but I would recommend getting it.
