Okay this is time consuming.... And alittle obvious...
1- Get 2 Chao
2- Major both in Swim, Power, Fly, Run or Stamina
3- Once they evolve breed them both
4- There baby will have an S on the power you worked on
5- Get another Chao
6- Major it in Swim, Power, Fly, Run or Stamina
(not the one you worked on before)
7- Once it evolves, breed with the S Chao
8- Your new Chao should have 2 S on the fields you worked on
9- Repeat until all stats are S

I prefer the following technique better.
1. evolve chao into non-S rank stat
2. Reincarnate chao
3. repeat

The breeding method is more complicated than you say.
When you breed two chao, the offspring inherit their stat grades from their parents (or sometimes earlier in the family tree). Following your method, if you took two new* chao who were both grade E in Swim and evolved them as swimming chao, they would both have grade D in Swim and any children they have would have grade D in swimming at best.
The "evolve, breed, evolve, breed..." method is effective, but it's more complicated and time consuming than the first post here suggests.
*New meaning purchased from the black market, obtained on a GBA, or from one of the starter eggs that come with each garden. In other words, chao who are NOT the result of breeding.
