Unofficial Character Chao
Many of the second evolutions that are available to Chao also have a striking similarity to characters from the Sonic games or other Sega games. These are commonly mixed up with official character Chao, and so it is important to mention these. Like all other ordinary Chao evolutions, these Chao are mortal, can die or reincarnate, and can be easily obtained without hacking.
Official Character Chao
Character Chao are unique types of Chao that have a striking similarity to some of the main characters from the Sonic games. They are also immortal, like Chaos Chao. The majority of these are unobtainable without hacking, and were placed in the game for Japanese events.
The Tails Chao is the only Character Chao which can be legitimately obtained with regular copies of the game! However, it can only be obtained on the GameCube. If you are playing Sonic Adventure DX on the PC, PS3, or Xbox 360, then you unfortunately cannot get it without hacking.
The Tails Chao can be obtained through Phantasy Star Online Episode I & II. See the Phantasy Star Online page of the Tiny Chao Garden section for more details on how to get it.
It could also be obtained for NTSC-J copies of Sonic Adventure DX and Sonic Adventure 2: Battle with the Nintendo GameCube Software e-Catalog (Summer 2003) disc and through other events.

Nintendo GameCube Software e-Catalog (Summer 2003) Disc
This information below is thanks to fourm members PurinxPop, who collated all this information about this disc from the internet, and Air Conditioner who actually bought the disc and tried it out himself!
This is the "Nintendo Gamecube 2003 E-Soft Catalog". These were packaged with enterprise bundles in Japan only (not sure if you could get them outside the bundles). Software catalogs did exactly what the name implies: catalog software. Listing 116 titles at the time of release, it also contained demos of a few games, one of them being SADX.
The tab with the Chao reads "Joi Kyarii", which is an abbreviated katakanization of "Joy Carry". Joy Carry is a Gamecube term used in japan to denote the downloading of minigames to the GBA from a GCN software.
Selecting the tab let you download a multitude of minigames from the "Sonic Team Joy Carry" collection. Puyo Puyo with Everyone, Chu Chu Rocket and Tiny Chao Garden could be downloaded.
Upon selecting the chao game, you were prompted to select one of three chao to put in the garden.
The next screen brings you to a loading screen where your chao is processed. It reads "LEA CHAO DOWNLOAD". "LEA" or "REA" being a katakanization of "rare", as character chao are referred to as "Rare Chao" in japan.
Transferring the chao to SA2B or SADX gave 1000 Rings as well.
Nintendo Special Events
You could obtain them at events too. These were pictures taken from the 2001 World Hobby Fair and some Sonic Party.

Character Chao Stats
Character Chao from these events/e-catalog disc start with A rank level 1 stats (normal and DNA) with 250 points for all (Also the same for the PSO Tails Chao). They also have +20 happiness and sonic bond (and not other characters for some reason). The intelligence and luck have grade 255 (the max) and and also level 1, 250 points
After Air Conditioner managed to make an iso of the disc, these Chao were successfully ripped by DarkyBenji into .chao files for use with Fusion's Chao Editor! Fusion added these into the editor for easy access to your own official Character Chao!
