There are plenty of places within each garden to hang out where the Chao can't reach you without having to resort to escaping the garden altogether. The dark garden has the hanging cage, the Chao garden has the cliffs, and the hero garden has the top of the gazebo.

I've seen Chao steal fruit from other Chao while they were eating it, but the Chao never had bully personalities at the time.

Chao fruit work equally well. Just give them a couple of drives to align them with the evolution you want and you're gold.
