You chao has to be at age 3 or so (I believe) to be fully changed to it's second evolution and such. After chao has evolved to adult, even if you'd give it 100 red chaos drives (just for an example), it wouldn't change chao's appearance. Your chao pretty much has to be old enough for the second evol...

It kinda depends :P but I usually first give them animals, then skeleton dogs when they are evolved fully, and then start giving chaos drives. Oh and yeah I like to have my chao plant a few trees so that they won't be hungry! :3
