Best retro sonic music?

Not counting Sonic Adventure and onward, what sonic game has the best soundtrack?

The second I heard the menu music, the first level, and the end level music. I had to say Sonic CD has the best soundtrack ever, it was like Naganuma mixed with Michael Jackson. It is a brilliant OST, and the Japanese Version and American Version are both great.

Before this I probably would have said Sonic 2.

Still, what do you guys think?

I like CD, 2 and a few of the tracks in 1 such as Green Hill and Starlight.
Also Blue Sphere.
Personally I don't have one favorite...

If we're talking about quality, then Sonic CD, definitely, although I find Sonic 2 exceptional as it is a great and memorable example of the Genesis soundfont being creative and rivaling the SNES's when effort is put in.

Silver Sonic was just the boss theme.

But I loved the DER theme from Sonic 2, as well as many remixes...

I don't know if Sonic 4 can be classified as a retro game, but it's sort of a remake of good old sonic retro games right?
I love Metal Sonic boss fights' music in this game.
