Well he's not completely stupid, as he was able to come up with the idea to sabotage GLaDOS' turret production as well as her neurotoxin.

Wheatly is programmed to be a moron, but is most likely like GLaDOS an AI, which means he learned how to make his way to GLaDOS and how to take her down.
