Since this topic seems to be more geared toward tutorials and sprites, I thought I'd make a separate topic, for programs and such.
The game section is pretty obviously quite limited to what I know about, so help with that would be cool.

@ SonicBoom: If it's the speed, do you think it has to do with the number of items on the screen? I usually close everything else when playing, say, a Touhou game, so the FPS stays at about 60. The main discussion / testing threads for Danmagine and DanmakuTime can be found here and here, respectively.

Regarding 3D Sculpting
Sculptris is a good (and free!) 3D sculpting program, owned by the same people who own ZBrush, a similar but more high-end product which apparently a lot of professionals use for some games and movies and whatnot. Things you learn in Sculptris can be easily translated to ZBrush, even exported to said format quite easily, and is actually kind of fun to play around with when you get familiar with how the tools work.
Essentially it's very much like playing around with some clay, it's very interesting.

I actually originally planned to include music and sound programs, as well as text editors, but after a while I decided to just stick with what I had so far.

Regarding the ones on the free art programs list, [Easy] Paint Tool Sai is also a free and good one.

Paint Tool SAI isn't free though? Not unless you pirate it or something.
A software license for SAI is about ~$52. I had to spill out about ~$60 for mine due to currency exchange rates.
I mean, sure literally the only thing you can't do is save drawings after the trial expires, but it's a huge hindrance if you normally draw at high-resolutions and plan on making prints or whatever. Money things and all that.

While that's cool and all, the RPG Maker series isn't freeware, save for the recent VX Ace Lite. Links should be to official sites by the creators or publishers.

Well both are official sites and 2003 is free, considering also trying to download from the site directly it will redirect you to there (and the site i posted is even an affiliate).

Added MediBang Paint Pro and OpenToonz. Also, 2D Animation now has its own section all to itself.

I plan on trimming this list and adding available languages when I get the chance. (or when I feel like it)

I also plan on making a recommended programs topic that includes commercial products alongside freeware ones, and here in this topic I'll add a little ☆recommended☆ beside those.

Any suggestions for some more good free artsy software? :D
