According to the website, that's only for the Gamecube version. If you have that, you want to feed it these:

If you have the Dreamcast version, you can raise intelligence by playing Chao Adventure 2 on your VMU.

A chao's intelligence is determined once it hatches from it's egg. So it is completely random.
