Can you get a tails, amy, and knuckles chao without an action replay?

The only Character Chao you can get without an outside source of control is the Tails Chao. It requires Phantasy Star Online: Episode I & II. There is a mission that when you complete it allows you to download a Tiny Chao Garden to your Gameboy Advance that is a Tails Chao.
The Knuckles Chao and Amy Chao were supposedly only officially released in Japan at a giveaway of some kind. Some people claim to have rom files from those giveaways, but they could have easily just hacked the game to appear that way.

thanx!...i looked up online how to get a tailschao without an action replay and it said that you have to make it nuetral and give it 30 yellow chaos dives, 20 purple drive, and 10 skeleton dogs. then with eggman you have to raise its stamina level 12-56 and it should evolve with pink arms and a blue stomach. Then they said to keep changing it (for its second evolution im guessing) you have to keep giving it 35 friuts with eggman and tails every turn. does that actually work...?

Gotta love those "do some random things and waste a few hours and this will totally happen, for real you guys" recipes.
There is only ONE rather unintuitive chao raising trick, and that's getting the Chaos Chao (2 reincarnations and at least one of each animal). That's it. Everything else is obtained in much more logical ways through alignment, first and second evolutions, animal parts, and breeding.
The internet is of course littered with fake chao recipes that involve all sorts of strange (and often time-consuming) actions. These are hoaxes. Like unlocking Luigi in Super Mario 64 or reviving Aeris in FFVII, these are nothing more than time-wasters, probably created to trick people into wasting hours on nothing, and reposted by the people who want them to be true. I remember hearing that getting all 120 stars in Super Mario 64 on all three files, getting 999 coins fighting Bowser, and running around the fountain 128 times would make Luigi a playable character. It does not, of course.
Learn to spot hoaxes like this and filter them out. Chao Island has some great in-depth information on how chao work (especially here on the forums). Folks like Fusion have really rummaged around inside the inner workings of the system and shown what is possible and what isn't. If you see a crazy recipe on some tripod website and not here, you can be pretty sure it's fake.
