I'm more than confident that actually isn't licensed. It's probably some guy that used a stencil of a Sonic picture, like the "official" shirts found in places such as Hot Topic (especially considering the shirt uses the old Sonic design, which these kind of shirts are known to use). Sega isn't stupid enough to put "blaze it" on a kid's shirt.

I've got plenty of Sonic merch with that Sonic style (the only things I can think of right now is a hat + pen with GHZ on it), I assume they're trying to be all retro and cool. It's all definitely official though (I don't see the point in making bootleg pens).

Knowing SEGA though, they probably googled "Doge" and copied the first meme image they could find, unknowingly including "blaze it". For all we know it might not be from an English speaking country, like the Japanese shirts with the broken sentences and such.

The background looks like a KMart or something though, so that also helps prove that it's not cheap dodgy merchandise.

I've been thinking about doing that, actually. I could go further and make a full set of t-shirts with Sonic & Knuckles-style logos in blue and red, along with the Sonic Heroes/Shadow the Hedgehog twisty spiral things, something that would be far too cool to ever emerge from officially licensed merchandise.

Never use the inkjet stuff. It never comes out good, and it always washes off. It's pretty much just high-quality paper with a type of epoxy on the back that's activated by heat.

Anyways, you'd be surprised at what people wear. I saw a picture of this weird rave once, and there was this dude not only in Sonic shoes, blue pants, sonic suspenders, and a sonic shirt, but he also had one of those spiky hats and sonic plushies hanging from his belt.
